Maritime Administration of Ukraine takes all measures for ensuring navigational safety, saving human life at sea and protection of the environment. Special attention constantly is paid to the mainpart of safety at sea the role of human factor. That's why the principal accent is placed on the development and advancement of the national system of education, training, competency assessment and certification of seafarers. The functioning of this system is under constant control of the Administration in accordance with the requirements of Regulation 1/8 STCW Convention.
THE INSPECTORATE FOR TRAINING AND CERTIFICATION OF SEAFARERS
For complete fulfillment of the national program of seafarers' training and certification system development in 2001 by the resolution of the Government of Ukraine was established special state organization - the Inspectorate for Training and Certification of Seafarers. This Inspectorate is operate under the management of the Ministry of Transport and Communications of Ukraine. The Head of the Inspectorate is appointed by the Minister of Transport and Communications.
The main tasks of the Inspectorate are the following:
- supervision, in accordance with the Merchant Shipping Code of Ukraine, over the fulfillment of the STCW Convention requirements in the sphere of training, competency assessment and certification of seafarers; - the analysis of national and international experience in the above stated sphere for improvement of the national system of training, competency assessment and certification of seafarers; - competency assessment of seafarers in State Competency Assessment Commisions; - representation and protection on behalf of the Ministry of Transport and Communications of Ukrainian interests in the sphere of training, competency assessment and certification of seafarers; - inspection of institutions, providing training and certification of seafarers, of all ownership forms for their compliance with international and national requirements, and keeping record of such institutions; - keeping the Common State Register of Ukrainian Seafarers' Documents and confirmation the validity of seafarers' documents; - issue, in accordance with Regulation 1/10 of the STCW Convention, Endorsements attesting the recognition of seafarers' Certificates of competency issued by countries - STCW Convention members; - issue of Ship security officer Certificates on behalf of Maritime Administration of Ukraine after the appropriate competency assessment.
The Inspectorate is placed in the capital of Ukraine. Regional branches with State Competency Assessment Commissions are locate d in the cities with the maximum concentration of seafarers: Odesa, Illichivsk, Izmail, Mykolaiv, Sevastopol, Mariupol. The Inspectorate is full member of the International Association for Safety and Survival Training (IASST). The representatives of the inspectorate regularly take part in IMO sessions as heads, members and experts of national delegations.

The Quality Standards System of the Inspectorate (ISO 9001-2001) in 2003 was certified by authorized national certification body - the Shipping Register of Ukraine. Priority directions in the activity of the Inspectorate are the following: seafarers' competencyassessment, inspections of educational and training institutions and the activity of the Common State Register of Ukrainian Seafarers' Documents. Taking into account such priority, these directions are certified separately. Inspectorate for Training and Certification of Seafarers is a member of Ukrainian Association for Quality. All top managers of Inspectorate are certified as Quality Standard Auditor. Special requirements for qualification, education and experience for top managers of Inspectorate are approved by Maritime Administration. On behalf of Maritime Administration of Ukraine theInspectorate for Training and Certification ofSeafarers are issue theEndorsements attesting the recognition of seafarers'Certificates of competency, issued in other countries, in accordance with the Regulation I/10 of the STCWConvention requirements. On behalf of Maritime Administrationof Ukraine the Inspectorate for Training andCertification of Seafarers carries out the inspection of maritime educational institutions and educational-training and simulator centers for the determine of compliance of training they provide with international and national requirements. The full-scope inspection is carried out every 5 years subject to the annual survey. According to the results of the inspection the Inspectorate issues to the educational institution the Certificate of compliance with appropriate attachments, and put it into the list ofapproved educational institutions.
